New York City Is Putting the Brakes on AI in Schools

New York City Public Schools is starting the 2026–27 school year with a moratorium on student-facing generative AI for grades 2K through 8, along with recommended limits on individual screen time.

As an educator who also believes AI will be an important part of America 3.0, I see this decision as “complicated.”

The bigger question is: Just because we can put AI into every part of our lives, does that mean we should?

That question matters even more when children are involved.

Before AI Literacy, There Is Literacy

American students are still struggling with foundational skills, particularly reading. At the same time, schools are being asked to determine how quickly students should begin using technology capable of reading, writing, summarizing, generating ideas, and solving problems for them.

Children need to learn how to read, write, reason, solve problems, disagree, experiment, fail, and try again. Some intellectual struggle isn’t an inefficiency that technology needs to eliminate. The struggle is part of the education.

AI can help students do extraordinary things, but students first need opportunities to develop the capabilities that AI will later augment.

Practice Before Augmentation

Gen AI can support things like idea generation and organization, but it also raises concerns about cognitive offloading, fixation, creative confidence, and critical thinking when students become overly dependent on it. We need students capable of questioning AI, recognizing when it is wrong, developing ideas without it, and knowing when not to use it. Those abilities require practice before augmentation.

New York isn't alone in thinking this way. Norway has also taken a cautious approach with younger students, emphasizing foundational reading, writing, and mathematical skills before independent use of gen AI.

This Isn't Just a School Problem

The responsibility for children's relationship with technology can't fall entirely on schools or tech companies.

Parents, relatives, community organizations, and tech companies all help shape the environments children grow up in. If we want children to develop attention, creativity, independence, social skills, and critical thinking, they need opportunities to practice those things outside the classroom too.

They need conversations with adults. They need friends and activities. They need to play and spend time outside. And sometimes, they need to be bored without a screen immediately solving that boredom for them.

Schools can't spend the day developing those abilities while the rest of a child's environment constantly encourages them to outsource attention and thought.

A Bigger Question About Technology

New York City's AI policy may also be part of a reassessment of our relationship with tech.

Technology has created tremendous convenience, productivity, communication, entertainment, and economic value. But communities are increasingly questioning the tradeoffs that come with that value, from data centers and infrastructure demands to social media, surveillance, jobs, and now AI in education.

Schools are adding another question to that conversation:

Does more technology automatically mean better learning?

AI will be one of the great unlocks of America 3.0. But responsible innovation doesn't require saying yes to every possible application of tech as quickly as possible.

Sometimes responsible innovation means saying not yet.

For younger children, that may mean ensuring they can read before giving them machines that read for them. Ensuring they can write before normalizing machines that write for them. And giving them opportunities to develop independent judgment before an algorithm is always available with an immediate answer.

There will be a time to teach students how to work alongside AI (in high school - yippea).

But first, we have to decide what kind of thinkers we want them to become.
